How do you “KNOW” that?

Colorado Governor Jared Polis published a column in today’s Grand Junction, Colorado Daily Sentinel. I read it. I don’t understand it. The closing contained the dialog referred to in my contact form submitted email:

Of course, if anyone else “knows” how climate change selects and impacts certain communities over others, I would appreciate them passing that surprising knowledge on to me.
